Can I enter/depart Tibet earlier/later than the arrival date/expiration mentioned on the permit?
Travelers are not supposed to enter Tibet earlier than the arrival date mentioned on the permit but they can enter Tibet later the arrival date mentioned on the permit as long as it is still before the expiration of the permit.
Travelers may depart Tibet before the expiration but not supposed to depart Tibet after the expiration otherwise the travel agency will face a big trouble from the government.
But it is possible to extend if you only intend to overstay only one or two days in Lhasa not somewhere else. And you must tell your plan to your agent in advance, and they know how to help for you. It will make extension more difficult if you tell them at the very end of your tour
